In a recent development, court documents revealed that the four individuals implicated in an investigation into the manufacturing of explosives and firearms in London, Ontario, are now facing 19 additional charges. The accused, namely Jerry Tong, Zekun (Alex) Wang, Fei (Frank) Han, and Feiyang (Astrid) Ji, were initially charged in January. All four have ties to Western University, either as students or recent graduates, with the male individuals having backgrounds in the engineering field.
The revised list of charges, submitted to the Ontario Court of Justice, now totals 31 separate counts. Some charges are collective against all four individuals, while others are specific to each accused party. The new charges include the possession of five distinct explosive substances, possession of stolen property, and access to computer data linked to firearm production.
The extensive investigation traces back to January 24 when law enforcement responded to a trespassing incident at Western University, where two men entered an engineering building overnight. One individual was apprehended outside the building, leading authorities to a residence in the nearby University Heights neighborhood where the remaining three suspects were arrested.
A thorough search of the residence at 212 Chesham Place, where Wang, Han, and Ji resided, was conducted by the police, along with searches at two other locations in Orléans, Ottawa, and Gatineau, Quebec.
Initially facing numerous firearms charges upon their initial arrest, including the manufacturing and possession of handguns, Tong, Wang, and Ji now confront additional charges involving possession of magazines, suppression devices, and prohibited firearms. Tong and Wang are further accused of handling and negligently storing a rifle.
Tong, the individual facing the majority of charges, also faces new allegations related to incidents in other cities, including storing rifles in Orleans, manufacturing a prohibited firearm in Ottawa, and possessing a rifle at an unauthorized location in Quebec. Despite holding a firearms license, Tong is charged with possessing a firearm at an unlicensed premise.
Moreover, Wang is charged with manufacturing a weapon between September 1, 2025, and January 24, 2026, while both Wang and Tong are accused of breaking into a Western building on October 9, 2025.
Court documents outline a fresh set of charges against Tong, Wang, Han, and Ji for possessing explosive substances, specifically pentaerythritol tetranitrate (PETN), trinitrotoluene (TNT), dinitrophenol (DNP), hexamethylene triperoxide diamine (HMTD), and lead azide. The accused were initially charged with possessing precursor substances and finished high explosives.
Additionally, all four individuals face a new charge of possessing property belonging to Western University valued under $5,000. Wang also faces an individual charge of accessing computer data related to firearms or prohibited devices, specifically design files usable with 3D printers or similar systems for manufacturing purposes.
In total, the distribution of charges among the accused is as follows: Tong – 28, Wang – 20, Han – 11, Ji – 13. Two of the accused are currently out on bail while the other two remain in custody, with varying conditions imposed on their release.
Tong opted not to seek bail and remains in custody. Han was denied bail and remanded in February. Wang was granted bail in March under stringent conditions, including 24-hour house arrest and supervision from two sureties who each posted $200,000. Ji is also out on bail without any sureties.
