“Victims’ Support Calls for Improved Notification of Offender Early Releases”

Every victim deserves to be informed if the individual responsible for a crime against them is being released early, according to a charity’s plea. Victims’ Support has raised concerns over the limited accessibility for those impacted by the early release program to receive such notifications. Recent backlash ensued when survivors of sexual abuse were notified that their offenders would be released sooner than anticipated.

Katie Kempen, the Chief Executive of Victim Support, emphasized the importance of prioritizing victims and survivors in addressing the prison overcrowding crisis. She highlighted the shock and fear experienced by many victims upon learning that offenders might be released earlier than expected, stressing the need for transparency and timely information dissemination to all affected individuals.

Currently, only those eligible for the Victim Contact Scheme (VCS) can ascertain changes in an offender’s sentence, primarily victims of violent and sexual crimes with sentences exceeding one year in prison. However, Ministry of Justice (MOJ) data reveals that a significant portion of offenders serving immediate jail terms are sentenced to less than a year, leaving many victims unaware of potential early releases.

The charity cautioned that the lack of information regarding early releases could erode trust in the justice system and urged the government to ensure all victims have access to updates on sentence modifications and their implications. The Ministry of Justice defended the introduction of early release as a measure to prevent prison overcrowding, emphasizing stringent monitoring and restrictions for qualifying offenders.

Under the revised rules, eligible prisoners can be released after serving a percentage of their sentence, with those convicted of violent or sexual offenses facing an earlier release threshold. The government emphasized its commitment to public safety and victim support, highlighting measures to prevent the release of dangerous criminals and enhance probation services.

Efforts are underway to provide victims with a streamlined process to request information on an offender’s release, with ongoing collaboration between the government and victim support organizations. The government assured that released inmates would be subject to heightened supervision, with repercussions for rule violations including immediate return to prison.
