MPs Call for Urgent Probe into Alleged Espionage at NATO

Conservative and Bloc MPs are urging an urgent convening of the House of Commons public safety committee to investigate allegations of espionage involving a former Canadian intern apprehended by Belgian authorities on suspicion of espionage.

Expressing deep concern, Conservative MP Frank Caputo emphasized the need for an inquiry into potential gaps in Canada’s security screening procedures that could have jeopardized national security and the safety of Canada and its allies. The individual in question, Biwei Zhang, had served as an intern at NATO’s Supreme Headquarters Allied Powers Europe (SHAPE) in Mons, Belgium.

Although Belgian officials did not disclose the individual’s identity, a CBC News investigation identified the intern as Zhang, a systems engineer with an economics background. Zhang’s professional history includes positions at the Canadian Space Agency and Statistics Canada.

Reports from security sources in Europe, including Reuters, suggest that the intern displayed suspicious behavior that attracted the attention of NATO’s internal security services. Allegations indicate that Zhang showed excessive curiosity about colleagues, ventured into unauthorized areas, and accessed files beyond her designated responsibilities in SHAPE’s IT Department.

Currently detained by Belgian security authorities, Zhang’s alleged misconduct has not been proven in court. Public safety minister Caputo has pledged that the committee will delve into how Zhang secured an internship at NATO, the extent of security screening conducted prior to her appointment, any red flags raised by Canadian or allied entities, and the adequacy of monitoring measures.

Emphasizing the importance of transparency, Caputo stated that Canadians deserve to understand the situation, and Parliament must demand answers. Public Safety Minister Gary Anandasangaree has committed to investigating whether Zhang had affiliations with Canadian agencies to prevent similar incidents in the future. Prime Minister Mark Carney indicated that Canadian security officials were not caught off guard by the arrest, assuaging some concerns surrounding the case.
