Abisay’s brother, JosuĂ© Cruz, emphasized the need for transparency regarding the use of force and the handling of his brother’s situation.
Abisay, a father and one of five siblings, passed away on March 30, 2025, following a police intervention in Saint-Michel that sparked public outrage. Family members witnessed the restraint and expressed profound grief over the loss, highlighting the lasting impact on their lives.
According to the coroner’s report, Abisay’s death was deemed accidental, with the hogtie technique utilized by officers considered a potential contributing factor. This method involves binding a person’s limbs behind their back while lying face-down. The report mentioned concerns over safety and human rights violations associated with this technique.
The tragic incident unfolded when police responded to reports of a distressed individual on a balcony. Abisay, facing deportation and under the influence of cocaine, was met by officers attempting to subdue him. Despite efforts to communicate and restrain him, the situation escalated, leading to Abisay being restrained in a hogtie position for a significant period.
Paramedics noted Abisay’s lack of movement during the ordeal, with the coroner highlighting a lack of effective leadership on the scene. Despite resuscitation attempts, Abisay did not survive, prompting calls for improved police practices and equipment, including the use of naloxone and body cameras in crisis situations.
While the Montreal police and the provincial police academy disavowed teaching the hogtie technique, questions remain about the officers’ actions and accountability. The family seeks clarity on the decision-making process and demands accountability for the use of unauthorized methods during interventions.
