When the municipal authorities closed down a troubled apartment complex in downtown St. John’s last week, the situation had spiraled out of control.
Several vulnerable residents had been displaced, unauthorized occupants had taken over common areas, and there was widespread drug abuse. Moreover, the building had deteriorated significantly and lacked a functioning sprinkler system.
Bernie Woodford, 61, who resided at Harbourview Apartments on 91 Brazil St., shared his experience, stating that the living conditions were dire before the city intervened and closed the building due to safety concerns.
Woodford, who reluctantly lived there as it was his only available option aside from a shelter, described the environment as neglected and unpleasant.
During his time at the residence, Woodford witnessed criminal incidents, including a shooting in the parking lot and a prolonged standoff related to a suspected firearm possession.

Woodford expressed concerns about the deteriorating building conditions, emphasizing the increased risk faced by residents. He highlighted how vulnerable individuals were exploited by squatters for their accommodation.
Former building superintendent Jason van Vianen revealed that changes in the tenant criteria led to a surge in violence and drug-related issues within the property.
Van Vianen recounted facing assaults and dealing with break-ins and problematic behavior during his tenure, emphasizing the lack of support and the escalating criminal activities beyond his control.

Van Vianen expressed frustration at being held responsible for issues beyond his scope and highlighted the compromised safety of the environment.
Doug Pawson from End Homelessness St. John’s described the apartment complex as a notorious hub for illegal activities, cautioning against entering the premises due to safety concerns.
Pawson raised concerns about the impact of the evictions on the strained social support system, emphasizing the need for more affordable housing options.
