Ottawa has unveiled what it describes as the most significant investment in clean energy in North American history. Prime Minister Mark Carney, together with N.L. Premier Tony Wakeham and Quebec Premier Christine Fréchette, has announced a groundbreaking agreement on various electricity projects in Labrador, including Churchill Falls.
The federal government is set to provide $10 billion in funding to enhance and expand the Churchill Falls generating station, develop the Gull Island hydroelectric project, establish transmission lines, and introduce a 2,000 MW onshore wind energy initiative in Labrador. These initiatives are projected to be valued at nearly $70 billion, marking the largest clean energy investment in North America. The projects aim to nearly triple the current generating capacity of Churchill Falls, with sufficient energy to power homes in Toronto, Montreal, and Vancouver combined.
The government anticipates that these projects will create around 23,000 jobs. The collaboration between Newfoundland and Labrador Hydro and Hydro-Quebec, as outlined in a briefing document from Natural Resources Canada, will facilitate these developments. The new agreement is expected to boost Newfoundland and Labrador’s net present value from $36 billion to $49 billion, with an end date set for March 31, 2027.
N.L. Premier Wakeham hailed the agreement as a “win-win-win” situation, emphasizing the benefits of increased power, enhanced value, and improved transmission for the province. The agreement, which encompasses enhancements to the existing Churchill Falls facility and potential wind project development, is poised to increase Newfoundland and Labrador’s power capacity significantly.
Furthermore, the additional power generated is anticipated to support the growth of Labrador’s mining sector. Ottawa has allocated over $2.3 million for an engineering and design study on transmission lines to bolster power supply in Labrador west, along with funding for the preconstruction of the Kami iron ore project southwest of Wabush.
