“Major Energy Agreement Between Newfoundland and Quebec Expected Monday”

A significant energy announcement involving Newfoundland and Labrador and Quebec is set to take place on Monday afternoon in St. John’s. While specific details have not been officially disclosed by the provinces, sources have indicated that a potential agreement related to Churchill Falls electricity is nearing finalization.

Premier Tony Wakeham will be accompanied by Prime Minister Mark Carney, Quebec Premier Christine Fréchette, Quebec’s Energy Minister Bernard Drainville, and Hydro-Québec’s president and CEO Claudine Bouchard during the announcement. Radio-Canada has confirmed that Fréchette will be signing an agreement of some nature.

Hydro-Québec is organizing a private briefing at 11 a.m. with reporters, led by Dave Rhéaume, the company’s executive vice-president of energy and regulatory strategy and industrial activities. Additionally, Natural Resources Canada is hosting its own technical briefing in Ottawa on Monday morning.

The announcement is scheduled for 1:45 p.m. NT in St. John’s, with Wakeham’s office describing it as focusing on “an announcement regarding energy security and economic development.” Specific details beyond this description are currently limited.

Insiders with direct knowledge of the situation, speaking on condition of anonymity, have revealed that a potential new agreement on Churchill River power could provide guaranteed transmission access of up to 985 megawatts through Quebec, allowing Newfoundland and Labrador to potentially export that amount to other markets.

According to sources initially reported by Radio-Canada, both provinces are expected to receive significantly more electricity compared to the previous memorandum of understanding, with Quebec potentially gaining nearly 40% more and Newfoundland and Labrador between 25% and 60% more. This increase is anticipated to stem from the development of a more robust hydroelectric facility at Gull Island and an expansion of the generating capacity at the existing Churchill Falls plant.
