WestJet has been criticized by Canada’s transport regulator for placing an “undue barrier” on travelers with disabilities by effectively restricting some power wheelchairs from its aircraft. The Canadian Transportation Agency recently ruled that WestJet must eliminate its 136-kilogram (300-pound) weight limit on mobility aids before July 2027.
The regulator suggested that WestJet should use “spreader plates” to evenly distribute the weight of wheelchairs in the plane’s cargo hold and make alternative travel arrangements with other airlines until the weight cap is removed. The case was initiated by Winnipeg resident Steven Fletcher, a former federal minister of state for transport, who was prevented from flying with his custom wheelchair on a Winnipeg to Toronto flight last year.
Fletcher and advocates argue that the weight limit has restricted air travel in certain regions and discriminated against individuals with disabilities. They criticize WestJet for excluding a segment of Canadians due to an arbitrary weight restriction. WestJet has not commented on the matter as it is still under regulatory review.
The agency is expected to issue a final decision on the advance notice requirement for passengers using mobility aids. WestJet had previously defended the weight limit, citing flight safety concerns and compliance with accessibility regulations that permit the refusal of transporting heavier mobility aids.
Advocates emphasize the significant impact on mobility for wheelchair users, with most airlines having more lenient restrictions. In some instances, travelers like Fletcher have faced challenges, being compelled to use different wheelchairs during trips, leading to discomfort and medical issues.
Notably, other major North American airlines do not maintain such a low weight limit for similar-sized planes, except for B.C.-based Flair Airlines, which operates Boeing 737s exclusively. The weight policy is justified by Flair Airlines to ensure safe loading and stowage in accordance with the aircraft’s weight limits.
American Airlines had a similar weight restriction in 2020 but reversed it following public outcry and advocacy efforts. The limitations imposed by airlines in Western Canada have raised concerns among advocates, especially on routes where only a few carriers operate. Fletcher stressed the importance of unhindered travel within one’s country, emphasizing that it is a basic right for all citizens.
