Brooks Pharmacy Overcomes Staffing Crisis with Innovative Immigration Program

The pharmacy of Ebenezer Asare in Brooks faced a staffing crisis when three pharmacists left for urban areas attracted by job opportunities during the COVID-19 pandemic. To keep his business running, Asare had to hire locums, incurring extra costs for travel and accommodation. Fortunately, the City of Brooks had a program that offered assistance. Since 2022, the city has collaborated with the provincial government to gain more control over immigration decisions, providing targeted endorsement letters to support local businesses in need of workers.

Asare successfully recruited nine pharmacists from overseas, facilitated permanent residency for many through the town’s endorsement letters, and established a system for their training and certification. The program’s success led him to open a second pharmacy in Medicine Hat. The upcoming fall referendum in Alberta will include a vote on granting the province more authority over immigration, typically under federal jurisdiction. The Brooks program, known as the rural renewal stream, exemplifies Alberta’s current approach to immigration targeting specific sectors and local needs.

The federal government has made significant changes to Canada’s immigration system in response to post-pandemic labor shortages, shifting focus to attract individuals in high-demand sectors. Alberta has also adapted its nominee program to target specific categories like tourism and rural economies. Communities like Brooks have seen the benefits of local control over immigration, helping businesses retain workers and address staffing gaps. However, challenges such as handling high volumes of applicants and ensuring program integrity have led some communities to scale back their initiatives.

Despite the pros and cons of local control, the upcoming referendum in Alberta on increasing immigration control reflects broader political sentiments. The question posed in the referendum aims to decrease immigration levels and prioritize economic migration, aligning with concerns over high immigration rates. As communities navigate the complexities of immigration policies, striking a balance between short-term needs and long-term planning remains crucial for sustainable immigration strategies.
