He emphasized their lack of remorse and urged the government to consider the widespread public outcry on the matter. Justice Secretary Alex Norris apologized to PC Harper’s family but defended the measures as essential to prevent prison capacity issues in the near future.
A petition on Change.org, initiated by Aileen O’Connor of the Thames Valley Police Federation, condemns the decision to release the killers early, stating that it reopens old wounds and dishonors PC Harper’s memory. Thames Valley Police Chief Constable Jason Hogg is exploring legal avenues to challenge the release of Cole and Bowers.
PC Harper’s family expressed deep disappointment with the decision, with his mother, Debbie Adlam, describing it as a bitter blow, while his widow, Lissie Harper, criticized the government, labeling their actions as shameful. Home Office Minister Anna Turley acknowledged the severity of PC Harper’s case but defended the release decision, citing the urgent need to manage the prison system effectively.
PC Harper tragically lost his life while responding to a theft incident in Berkshire in 2019. The driver of the vehicle involved in the incident received a lengthy sentence, while Cole and Bowers, the passengers, were sentenced to 13 years for manslaughter. The Prime Minister has indicated a desire to further refine the exemptions but cited the current strain on the prison system as a barrier to immediate changes.
