Islamic Extremist Sentenced to 13+ Years for Terror Plot

A 19-year-old individual identified as an Islamic extremist has been sentenced to over 13 years in prison for confessing to plotting a terrorist attack involving a firearm and attempting to journey to a training facility in Somalia.

Muhammad Billal, hailing from Nelson, Lancashire, was apprehended in November 2024 at Manchester airport as he tried to board a flight bound for Dubai. In February of the subsequent year, he faced charges of two counts of preparing terrorist acts and four counts of gathering information likely to be utilized by an individual planning or executing a terrorist act.

During a court session at the Old Bailey last week, nearly a year after his admission of guilt, Billal was given a 13-and-a-half-year custodial sentence, supplemented with an extended five-year license period by Mrs. Justice Cheema-Grubb.

Judge Cheema-Grubb remarked, “According to your own statements to the probation officer, you had intentions to harm members of the public and had a desire to be confronted by law enforcement. You could not guarantee that you wouldn’t have carried out the attack.”

The court learned that Billal frequently accessed materials linked to the Islamic State (IS) group and expressed his support for the organization throughout the year 2024 until his arrest in November. This involvement included defending IS online by stating, “For you they are terrorists, for me they are fighters of justice and truth,” as well as downloading IS fitness guides and inquiring about joining Isis.

Evidence presented in court unveiled that his terrorist plot encompassed scouting “nearby shooting ranges,” purchasing a firearm on the dark web via cryptocurrency, and conducting virtual reconnaissance of potential attack sites, such as churches, synagogues, bustling train stations, and Manchester United’s stadium.

Following online contact, Billal took steps to travel to Somalia between October and November 2024. He sought advice on leaving the UK inconspicuously, altered his appearance, removed extremist Islamic content from his phone, acquired clothing, gear, and online tickets, and obtained a visa for Ethiopia to facilitate his passage to Somalia through Dubai.

In his defense, Andrew Morris portrayed the defendant as “vulnerable” and having been “indoctrinated” during his teenage years after relocating to the UK from Italy at the age of 13. Judge Cheema-Grubb acknowledged that Billal was seeking a sense of “belonging and brotherhood” through the ideology but dismissed claims of exploitation.

“You were propelled by the ideology of the Islamic State and a yearning for martyrdom,” Judge Cheema-Grubb stated.

Although reports suggest that Billal has distanced himself from the extremist ideology while in detention, he is still deemed a “high risk” for potential terrorist-related offenses, as per court disclosures. In April of the previous year, authorities discovered an image of an IS flag in Billal’s cell.

Judge Cheema-Grubb concluded, “You admitted that had you made it to Somalia, you would have caused harm to innocent individuals and expressed relief at being arrested, preventing you from turning into a murderer.”

Billal pleaded guilty to all six charges in July of the prior year.
